Penalty Rates

Overtime, weekday — Railway Employees (cl 3.5.8)184%

Additional hours between midnight Sunday and midnight Friday, on the base wage rate. Aggregated employees instead receive 150% full-time or 170% part-time on the aggregated wage rate. Where more than one penalty applies, only the highest is paid.

Overtime, Saturday/Sunday — Railway Employees (cl 3.5.9)200%

Additional hours worked on a weekend, for both non-aggregated (base wage rate) and aggregated (aggregated wage rate) employees. A call-in for an additional shift pays a minimum of 5 hours full-time or 4 hours part-time (cl 3.5.6).

Weekend ordinary hours — Railway Employees 24/7 shift workers (cl 3.5.11-3.5.12)150% Sat / 200% Sun

Ordinary (non-overtime) rostered weekend hours, calculated on the ordinary wage rate; for aggregated Customer Service Assistants this is the loading folded into the aggregate component.

Monday-Friday afternoon/night shift work — Railway Employees (cl 5.1.5)125-150%

Five consecutive weekday afternoon or night shifts (non-24/7 arrangement): 125% for the first 8 hours and 150% after; weekend hours under this arrangement pay 200%.

Public holiday — Railway Employees (cl 6.1.4)250%

Double time and a half for all hours worked on a public holiday, in lieu of all other penalties. A public holiday falling on a non-rostered day is paid as 8 hours at the ordinary wage rate.

Overtime — Railcar Drivers (cl 3.3.3(b))150%

Payable on the hourly base rate once a full-time driver exceeds 80 standard hours in a fortnight (76 for part-time) — a fortnightly threshold rather than a per-shift trigger.

Weekend additional hours / RDO recall — Railcar Drivers (cl 3.3.3(d)-(e))200%

Additional hours on a Saturday or Sunday, and recall to work on a rostered day off (standard hours rostered 0000-0400 on the RDO remain ordinary time).

Weekend ordinary hours — Railcar Drivers shift employees (cl 3.3.4)150% Sat / 200% Sun

All time worked on Saturdays (shift employees) and Sundays.

Weekend-crossing night loading — Railcar Drivers (cl 5.1.2)+75% per hour

Standard hours between midnight Sunday and 0730 Monday on a shift that started on the Sunday; replaces the standard shift allowances for those hours.

Public holiday — Railcar Drivers (cl 3.3.5)150% + 8 hrs

Time and a half for the first 8 hours worked (double time and a half beyond 8 hours), plus a separate 8-hour payment at the base rate or 8 hours' leave in lieu at the driver's election.

Overtime — Transit Officers (cl 3.2.6)184% wkday / 200% wkend

Calculated on the base rate of pay: 184% between midnight Sunday and midnight Friday, 200% on Saturdays and Sundays. Minimum call-out of 3 hours on weekdays and 4 hours on weekends and public holidays (cl 3.2.7).

Weekend ordinary hours — Transit Officers (cl 3.1.7)150% Sat / 200% Sun

Ordinary rostered weekend hours; no other shift penalties apply on top.

Public holiday — Transit Officers (cl 6.1.3-6.1.7)150% + 8 hrs (max 250%)

Time and a half for all time worked on the public holiday shift (in lieu of all other penalties), plus either a further 8 hours at the base rate or 8 hours' leave in lieu; capped at double time and a half overall.

Overtime, extended shift — Transwa (cl 3.3.3)150-200%

Time added to a rostered shift. Non-aggregated: 150% for the first 3 weekday hours then 200%, and 200% on weekends, on the ordinary hourly rate. Aggregated classifications: 150% on the aggregated hourly rate.

Overtime, additional shift — Transwa (cl 3.3.3)184% wkday / 200% wkend

A whole extra shift, paid on the ordinary hourly wage rate for both aggregated and non-aggregated employees.

Weekend ordinary hours — Transwa aggregated classifications (cl 3.3.6)150% Sat / 200% Sun

The weekend loadings folded into aggregated classifications' aggregate component; East Perth Station Attendants (Monday-Friday roster) have no weekend ordinary hours.

Altered shift taking the week over 40 hours — Transwa (cl 3.3.4)150%

On the aggregated hourly rate.

Shift hours beyond 11 — Transwa aggregated classifications (cl 3.3.7)200%

On the ordinary hourly rate; factored into the aggregate component rather than paid per shift.

Public holiday — Transwa (cl 6.1.5-6.1.7)150% + 8 hrs

Time and a half for rostered time worked on the public holiday, plus either a day in lieu or a flat 8-hour payment (7.6 hours for 38-hour Monday-Friday rosters) — effectively 250% for a standard 8-hour shift. Aggregated classifications use the aggregated hourly rate.

Notes

  • These figures are full-time weekly rates in Australian dollars for a 40-hour week, drawn from four separate WA Public Transport Authority (PTA) enterprise agreements: Railway Employees (Transperth station staff), Transperth Railcar Drivers, Transit Officers, and Transwa (regional rail and road coaches). Each agreement has its own pay-rise calendar, so each classification only shows figures in its own agreement's date columns.
  • Increase schedules: Railway Employees rates rose 5% from 22 May 2024 and 4% from 22 May 2025, with a flat $60-per-week increase from 22 May 2026. Transperth Railcar Driver rates apply from 17 March 2025 and 17 March 2026, Transit Officer rates from 7 October 2023, 2024 and 2025, and Transwa rates from 1 February 2025, 2026 and 2027.
  • Railway Employees REA 3 and REA 5 rates and all Transwa weekly rates are ordinary wage rates that include an annualised leave loading (1.3% or 1.9%); all other rates are base rates, with annual leave loading (17.5% for day workers, 20% for most shift workers) paid separately when leave is taken. The Railway Employees agreement does not publish job titles for levels REA 1, REA 2 and REA 6.
  • Customer Service Assistants (REA 5) and most Transwa classifications are "aggregated": actual weekly pay adds a roster-specific aggregate component covering averaged shift and weekend penalties, so real earnings are higher than the printed rate. Non-aggregated classifications are paid the printed rate plus shift allowances and penalty rates as separately earned.
  • Transwa casual Road Coach Operators and Passenger Assistants are paid flat hourly rates that already include the casual loading — $45.85 and $40.11 per hour from 1 February 2025, $47.68 and $41.72 from 1 February 2026, and $49.56 and $43.59 from 1 February 2027. They are omitted from the weekly table because the agreement publishes them hourly.
  • Transit Officer shift allowances are set as a percentage of the Railway Employees agreement's Passenger Ticketing Assistant (REA 4) reference rate, and the printed Transwa shift-allowance schedule also steps up each 22 May after its initial 1 February 2025 rate — so both sets of dollar amounts move on the Railway Employees agreement's 22 May dates rather than their own agreements' wage dates.
  • Travelling and district allowances under the Transwa agreement are paid at rates set by external public-sector instruments (Public Service Award 1992; District Allowance (Government Wages Employees) General Agreement 2010) and are not listed here. The Transit Officer other-line allowance's station-to-station kilometre distances are set out in a schedule to that agreement.
  • Nominal expiry dates: Transit Officers 6 October 2026, Transperth Railcar Drivers 17 March 2027, Railway Employees 22 May 2027, Transwa 31 January 2028.
