Penalty Rates
All ordinary hours worked on a Saturday.
All ordinary hours worked on a Sunday.
150% of the ordinary hourly base rate for time worked, plus an additional day's pay at ordinary rates (which may instead be accrued, capped at 12 days, then used or cashed out). The combined rate for any part of the shift is capped at double time. Working a gazetted Saturday public holiday attracts both the Saturday and public-holiday penalties, still capped at double time (cl 31.9).
Richer than the general rule: 150% of a normal day's pay for hours up to a normal rostered day, then 250% for all hours beyond it — not capped at double time. The same 12-day accrual option applies.
Time beyond 76 ordinary hours a fortnight or 8 hours in a shift. All Sunday overtime is double time; ordinary hours worked during a missed 8-hour break after overtime are paid at double time.
Weekday time beyond 8 hours (or 7 hours 36 minutes) in a shift. Overtime beyond a Saturday shift is a flat double time (no 1.5x tier), and all Sunday overtime is double time. Where a shift is formally lengthened, weekday overtime is 150% until 11 total hours, then 200%.
A distinctly rostered standalone overtime shift replaces all other loadings for that time: weekday 1st/2nd shift 150%, 3rd/4th shift 200%, Saturday 200%, Sunday 250%. Train Crew always receive an additional 50% loading for a book-off-day overtime shift; other operational wages employees receive it if given less than 24 hours' notice.
All overtime for Average Pay infrastructure workers is a flat double time — no 1.5x tier.
Category 1 employees: first 3 hours at 150%, then double time; time after 12 noon Saturday and all Sunday time is a flat double time. Higher-classified workers (Level 4.2+) have fortnightly-hours thresholds instead.
Percentage loading on the ordinary rate — Infrastructure Average Pay employees receive percentage shift loadings instead of the flat hourly amounts other sections get.
Percentage loading on the ordinary rate. A temporary 30% rate applies instead for the first 12 months from commencement (7 August 2025), or longer if extended by a facilitated vote.
20% for shiftworkers whose penalty time exceeded 20% of ordinary time in the previous calendar year; otherwise 17.5%. Calculated on salary up to an indexed annual cap (Schedule 1B).
Notes
- •These figures are the full-time weekly base rates in Australian dollars — the "without Industry Allowance" column of the agreement's pay schedules. Eligible employees also receive the weekly Industry Allowance on top (listed under Allowances); the agreement prints a second rate including it for every classification.
- •The agreement sets four cumulative 4% pay rises: 1 May 2024, 1 July 2025, 1 July 2026 and 1 July 2027 (cl 11.1). Weekly rates are rounded to the nearest 5 cents at each step, and most allowances rise on the same schedule.
- •Ordinary full-time hours are 38 per week (76 per fortnight). Overtime, shift-loading and penalty rules differ between the agreement's employee sections — salaried, maintenance, Sydney Trains operations, infrastructure and NSW TrainLink — as summarised under Penalties.
- •The agreement covers Sydney Trains and NSW TrainLink. NSW TrainLink station staff (Schedule 6A) are paid the same rates as the Sydney Trains station operations classifications shown here, so they are listed once.
- •Classifications the agreement publishes only as annual salaries — the RC Grades 1-7 salaried structure, Station Duty Managers, Duty Managers, Station Managers Levels 1-7, sales, station support and CCTV roles, and Infrastructure Worker Levels 4.2-5.4 — are omitted because this dataset shows the weekly-rate schedules and the two forms cannot be mixed.
- •Apprentice rates from 1 July 2025 onward include the Tool Allowance folded into the base rate. Cleaning Attendant and Cleaner In Charge rates rise by more than 4% at 1 July 2025 because the former Higher Standards Cleaning Allowance was folded into their base rates (cl 11.4(b)).
- •A new operations classification structure (Trainee Signaller through TMS Controller) and the NSW TrainLink Regional Guard classifications only exist from 1 July 2025, so they have no 1 May 2024 rate.
- •Where time attracts more than one penalty, only the single most advantageous penalty applies — penalties do not stack (cl 123 / 144 / 207).
