Penalty Rates
Loading on the ordinary rate for a rostered shift any part of which falls between 6:00pm and 6:30am.
Loading for working ordinary hours continuously for more than 4 weeks on a shift falling wholly between 6:00pm and 8:00am.
Loading for all rostered ordinary duty between midnight Friday and midnight Saturday.
Loading for all rostered ordinary duty between midnight Saturday and midnight Sunday.
Loading for all rostered ordinary duty performed on a public holiday.
Time and a half for the first 3 hours of overtime, double time thereafter, on any day Monday to Saturday.

Per hour on call when required to be contactable and available for recall to duty outside ordinary hours: 10% Monday to Friday, 15% Saturday and Sunday, 20% on public holidays and ADOs.
Per hour on close call when required to be available for immediate recall to duty (within 30 minutes travel time): 20% Monday to Friday, 30% Saturday and Sunday, 40% on public holidays and ADOs.
Paid at the greater of 17.5% of the ordinary rate or the shift penalties the employee would have received had they not been on leave.
Notes
- •These figures are annual salaries in Australian dollars for Transport Canberra bus operations (ACTION) employees in the ACT Public Service — bus operators, transport officers, Special Needs Transport crews, workshop and trade staff, and administrative staff.
- •The agreement contains four wage steps: 6 June 2024 (a 1.5% increase), 5 December 2024 (1% plus a flat $1,500, with the full-time minimum salary lifted to $62,860), 5 June 2025 and 4 December 2025.
- •Bus Operator, BGSO, Transport Officer and Special Needs Transport figures are the annual composite rates printed in the agreement's pay schedule; other classifications are annual base salaries.
- •Hourly conversions assume a 38-hour week (76-hour fortnight), the basis used by the agreement's overtime formula; the agreement itself publishes salaries annually.
- •Overtime is calculated from annual salary (annual pay x 12/313 x the overtime multiplier x 1/76 per hour), with a minimum 4-hour overtime attendance and an 8-hour rest period after overtime; Senior Officers Grade C and above are not eligible for overtime.
- •During a declared significant emergency event, each shift loading increases by 7 percentage points (cl C17).
- •Allowance amounts are shown at the two most recent schedule dates (5 June 2025 and 4 December 2025). A small number of flat-rate allowances for workshop non-trade staff, warehouse staff and accredited Special Needs Transport instructors are set out in Schedules 4 and 5 of the agreement and are not shown here.
- •The agreement passed its nominal expiry date of 31 March 2026 but continues to operate under the Fair Work Act until it is replaced or terminated; a successor agreement is being negotiated as part of the 2025 ACTPS enterprise bargaining round.
