Penalty Rates
Ordinary hours worked between midnight Friday and midnight Sunday are paid at time and a half — Saturday and Sunday carry the same loading.
Work on a public holiday.
Time and a half for the first two hours of overtime on a weekday.
Double time for all weekday overtime beyond the first two hours.
All overtime worked on a Sunday is paid at double time.
Recall from home is paid a minimum of two hours at overtime rates (double time on Sundays), with travel time included, on top of the on-call allowance.
Notes
- •These figures are the annual base salary in Australian dollars for doctors employed in Victorian public hospitals, at the agreement's final wage step (first full pay period on or after 1 March 2025).
- •The agreement passed its nominal expiry of 28 February 2026 but continues in force under the Fair Work Act until a successor is approved, so the 1 March 2025 rates remain the current published rates.
- •Ordinary full-time hours are 38 per week. The agreement also publishes weekly and hourly equivalents derived from the annual salary (annual divided by 52 weeks, then by 38 hours); only the annual salaries are shown here.
- •Afternoon shifts attract a flat dollar allowance per shift, and night hours (including Friday 6pm to midnight) attract an hourly dollar penalty equal to 25% of the base hourly rate — both are listed under Allowances because the agreement publishes them as dollar amounts, not percentage loadings.
- •Night-penalty and on-call rates are published for every HM classification; only selected classifications (Intern, HMO Years 2-3 and Registrar Years 1 and 6) are shown here.
- •Medical Officer Years 2-4 and Senior Medical Officer Year 2 sit between the steps shown. Specialists and consultants are covered by the separate Victorian Public Health Sector (Senior Medical Staff) Enterprise Agreement 2021-2026, which is not included here.
- •Doctors under this agreement also receive five weeks of annual leave, 13 days of study leave and 28 days of sick leave per year. Safe-hours provisions cap continuous duty at 16 hours, followed by a minimum eight-hour break.
