Penalty Rates
For rostered ordinary duty commencing between 6pm and 6.30am or finishing between 6pm and 8am — 4.5% of the Ambulance Paramedic Year 3 aggregated base rate per rostered period of duty (MICA Paramedic Year 3 for MICA classifications). Already included in the rolled-in rate; paid in cash on top of the base rate for non-rolled-in classifications.
Extra 0.5% of the Year 3 aggregated base rate for rostered duty finishing after midnight and before 8am, paid once per period of duty; rises to 5% for shifts over 10 hours finishing in that window. Included in the rolled-in rate.
Time and a half for all rostered ordinary duty between midnight Friday and midnight Sunday. Not paid to employees receiving the rolled-in rate — it is already built into their weekly figure.
Work performed outside rostered periods of duty: time and a half for the first 2 hours, double time thereafter.
All time in excess of a rostered day on a public holiday.
Weekend overtime for employees not entitled to the rolled-in rate of pay.
A full shift worked on overtime is paid at double the aggregated base rate of pay (not the rolled-in rate), with no other penalties on top.
Rostered overtime built into an extended-hours roster, such as the two rostered overtime hours per week on the 10/14 roster pattern.
If 10 consecutive hours off duty are not given after overtime, the employee is released without loss of pay until they are, or paid double time until released if required to keep working.
Loading on the ordinary time rate: 25% on weekdays, 75% on Saturdays and Sundays, 100% on public holidays. Ambulance Community Officers receive the same structure under cl 46.11, paid hourly at 1/38th of the weekly aggregated base rate.
Ambulance Paramedics and MICA Paramedics who have completed the Graduate Program accrue 1.5 days of leave in lieu per public holiday instead of a cash penalty — except Easter Saturday, which remains payable under cl 74.4 (1.5 extra days of pay, or equivalent time off, or 1.5 days added to annual leave).
Payable on a maximum of five weeks of annual leave per annum, for leave accrued from 4 August 2005.
Notes
- •These figures are full-time weekly rates in Australian dollars under the Ambulance Victoria Enterprise Agreement 2024, which covers Ambulance Victoria operational employees. Most classifications are shown at the Appendix 2 "rolled-in" rate, which already includes the shift penalties (cl 37.1) and weekend penalty (cl 37.2) — no separate shift or weekend penalty is paid on top of these figures. Ambulance Community Officer and Fleet Maintenance figures are Appendix 1 aggregated base rates, with shift and weekend penalties paid separately.
- •Wages rise from the first full pay period on or after 21 October in each of 2024, 2025, 2026 and 2027. Each tranche is a 4% total uplift — a 3% wage increase plus a 0.5% cost-of-living allowance and a 0.5% retention and productivity allowance (cl 31.3) — calculated on the 2024 base rather than compounding year on year.
- •Ordinary full-time hours are 38 per week; hourly rates are the weekly rate divided by 38. Casual employees are paid the ordinary hourly rate plus the casual loading shown under Penalties.
- •October 2024 rates are shown for the MICA, Team Manager, Senior Team Manager, Flight Paramedic and relieving/reserve classifications; the remaining classifications are listed from the October 2025 increase onwards. Year 10-12 increments were introduced during the second term of the Agreement (2025) and have no October 2024 rate.
- •MICA classification rates already include the MICA skills and single-responder allowances (cl 31.2, 36.2, 36.3, 36.14) — the Agreement publishes no separate dollar line item for these.
- •Each rolled-in classification also has a lower aggregated base rate schedule (Appendix 1) that is used to price full-shift overtime under cl 51.5; those base schedules are not shown here.

- •Employees who work Easter Sunday or the Friday before the AFL Grand Final (or have either fall on a rostered day off) accrue 11.4 substitute-day-off hours (cl 76), separate from the public-holiday leave-in-lieu arrangement.
